I want make a icon in my forum when it contains new topics or reply. Here is an example.

It only uses image for forum icons.
Go to ACP > Display > Pics management > Advanced Mode > Icons for the forum: (Put the images on the following field)
- Forum: https://2img.net/i/fa/fdf3/normal_cat.png
- Forum - New: https://2img.net/i/fa/fdf_en3/new_cat.gif
- Forum - Locked: https://2img.net/i/fa/fdf_en3/locked.png

Yes, working good, but, in the homepage "legend showing too big. Is it possible to remove "legend"

Better to remove it. Just like on FM, they didn't show it, since they do have the sample problem as yours :):.
You can remove them by adding this one on your CSS:
